With the ability to create realistic text, images, and even videos, generative AI has the potential to shape public perception and challenge people's critical thinking abilities. This article explores real examples from across Europe to shed light on the implications of generative AI for institutional trust and its effects from both positive and negative perspectives.


Positive Impact: Fostering Authenticity and Efficiency

Generative AI technologies have proven invaluable in enhancing institutional trust by fostering authenticity and efficiency in various sectors. In Europe, financial institutions have utilised generative AI algorithms to detect and prevent fraudulent activities. By analysing vast amounts of data, these systems can identify patterns and anomalies, bolstering the public's trust in the financial sector's ability to maintain secure and transparent operations.

Case 1: Santander Bank in Spain has leveraged generative AI algorithms to enhance its fraud detection capabilities. The bank utilizes AI-powered systems to analyze massive amounts of transactional data in real-time, identifying patterns and anomalies that could indicate fraudulent activities. By implementing generative AI technology, Santander Bank has bolstered its ability to ensure secure financial transactions, thereby fostering institutional trust among its customers.

The generative AI technology mimicked the writing style and content of legitimate news sources, making it challenging for voters to differentiate between authentic and fabricated information. Case 4: Two years ago European MPs from the UK, Latvia, Estonia and Lithuania experienced a deepfake video controversy which happened in real time. They were targeted by individuals using deepfake filters to imitate Russian opposition figures during video calls (see Twitter post below to see realism). The incident raised serious concerns about the ease with which AI-generated content can be used to manipulate public opinion and erode trust in political institutions.


Addressing the Challenges: The Role of Education and Regulation

To mitigate the negative impact of generative AI on institutional trust, Europe has recognized the importance of education and regulation. Countries such as France, Germany and the UK have taken steps to educate citizens about the risks and implications of AI, including generative AI, fostering digital literacy and critical thinking skills. By equipping individuals with the knowledge to evaluate and identify manipulated content, these initiatives aim to empower the public in making informed decisions and strengthening institutional trust.


Moreover, European policymakers have begun drafting regulations to address the ethical use of generative AI. Initiatives like the European Commission's proposal for the AI Act emphasize the need for transparency, accountability, and human oversight in AI systems. By establishing clear guidelines and enforcing compliance, these regulations aim to minimize the dissemination of harmful or misleading content, thereby safeguarding institutional trust.


Research and innovation projects like TITAN go one step further and harnesses AI in an ethical manner for the purpose of driving institutional trust. The TITAN solution is an AI-driven assistant in the form of an intelligent ‘chatbot’ that assists the average citizen in analyzing the validity of online content though generated dialogues inspired by the Socratic method of inquiring. These dialogues are generated and are personalised to the critical-thinking capacity of the user and encourages the use of fact-checking tools and relevant micro-lessons that will help the user come to their own conclusion about whether a piece of information is disinformation or not. A process which raises the critical thinking skills of the user and helps make them more resilient to fake information and its harmful consequences.


To sum up, generative AI holds tremendous potential to shape the future of society, particularly in terms of confidence in institutions. While it has already facilitated authenticity and efficiency in various sectors across Europe, its misuse raises concerns about the erosion of trust and the spread of misinformation. By promoting critical thinking, fostering public awareness, and implementing appropriate regulations, TITAN seeks to strike a balance between harnessing the benefits of generative AI and safeguarding institutional trust, ensuring a responsible and ethical integration of this transformative technology.
