The spectre of artificial intelligence (AI) is casting a shadow over the democratic processes of countries gearing up for forthcoming elections. Concerns are mounting as experts warn of the potential for AI-driven disinformation campaigns that could manipulate public opinion and sway election outcomes which is a big problem for the UK, US and India who all have national elections taking place soon. Recent history offers troubling examples of the impact such campaigns can have on democratic systems, and the rise of recent conflicts means the threat landscape is growing at an exponential rate
During past elections in the UK, US, and various European countries, AI has played a pivotal role in spreading disinformation. In the 2016 US presidential election, for instance, social media platforms were flooded with misleading narratives and false information, often propagated by AI-driven bots. Similar instances occurred during the Brexit referendum in the UK and elections in France and Italy, where AI algorithms amplified divisive content, contributing to the polarisation of public discourse.
Stakeholders from diverse fields are expressing deep concern over the potential misuse of AI in election campaigns, warning that the intersection of AI and disinformation poses a significant threat to the democratic fabric of our societies. Malicious actors can exploit vulnerabilities in social media algorithms to spread false narratives and manipulate public sentiment, ultimately undermining the integrity of elections.
To address these challenges, there is a growing consensus among experts that a multi-faceted approach is necessary. Regulatory measures, increased transparency from tech companies, and public awareness campaigns are all deemed essential, plus there are innovative new solutions emerging that will empower citizens against the tide of disinformation.
Earlier this month Meta announced that any political advert which has been digitally altered by AI, or indeed any other technologies, would require a disclosure label to help users understand that the content could be misleading. At the same time Microsoft shared a new offering of election safeguarding tools such as Content Credentials as a Service which will use watermarks to show if information has been tampered with. And of course, our TITAN offering is under development.
In TITAN we are turning the table and using AI to counter disinformation. Our large-language model enabled chatbot is designed to enhance people's critical thinking skills and promote media literacy. Developed by a team of experts in AI and psychology, TITAN helps users to analyse news articles and social media content to identify potential biases and disinformation. It engages users in interactive conversations, providing them with the tools to discern credible information from misleading narratives.
Commenting on the potential impact of TITAN, Giannis Stamatellos, a well known professor of philosophy working on the project, remarked, "TITAN represents a promising step toward mitigating the effects of AI-driven disinformation. By fostering critical thinking skills, individuals can become more resilient to manipulation, making it harder for malicious actors to exploit vulnerabilities in the information ecosystem."
However, we as a project also caution that technology alone cannot solve the problem, we must have collaboration. While tools like TITAN are extremely valuable, we are working to ensure they complement broader efforts to address the root causes of disinformation. Governments, tech companies, and civil society must work together to co-create a resilient information environment that withstands the challenges posed by AI-driven disinformation campaigns.
As nations prepare for upcoming elections, and the battle against AI-fuelled disinformation intensifies, the role of innovative solutions like TITAN, coupled with comprehensive strategies and increased public awareness, will be crucial in safeguarding the democratic processes from the evolving threats posed by artificial intelligence.
